Driver won't work on RX 470 mining edition

I bought a used Asus RX 470 mining edition.
I go to the seller's place, test the card on his computer before paying for it.
He's using Windows 10 and Radeon Adrenalin 17.2.
I can check the GPU stats via MSI afterburner and i can open Radeon settings.

After i get home, i remove the previous driver with DDU, installed the GPU and Adrenalin 19.1.
But i can't open Radeon settings with info box said "No AMD driver installed or not functioning properly". MSI afterburner don't show anything, and Fraps won't run because there is no directX.
I tried deleting AMD folder and updating Windows with "SP2" as instructed here: https://answers.microsoft.com/en-us/windows/forum/windows_7-update/how-to-obtain-and-install-windows-7-sp2/c2c7009f-3a10-4199-9c89-48e1e883051e
but the problem persist. Installing an old Crimson relive from 2017 also not working.

Is the problem in my Windows 7 or my card?

Havent you tried his version to download and install?
Does that RX 470 have any source of video output (if you wanna use it as gaming or if you dont care and use it as mining).

The oldest driver available at AMD website is 18.7.
The card have a DVI port.

You can modify the bios to get it used as Gaming card.
What are the rest of specs of your PC?

I can manage to make the driver works by patching the driver with atikmdag patcher 1.4.8. But the GPU somewhat underperforming. Guess i have to bear with it.

its not underperforming.
Cause by stock bios the core clock is lowered cause it has no use in mining, but memory clock is boosted.
Thats usual thing with mining cards.
You can try flashing bios, but do it at your own risk.

You're right! The boost clock is 1150 (supposed to be 1206) and memory clock is 1950 (supposed to be 1750).

I nean you can manually overclock. If you want to, but im quite unsure if core voltage is touched.
