Drivers Black Screen

So I built a PC around 3 weeks ago and the first day was fine just a few simple Windows bugs, nothing major. However, upon installing the latest Nvidia Drivers my screen would black screen like there was a loose wire. I've check a lot over the past weeks and nothing has worked currently.
The bug doesn't occur when I have no drivers installed and still doesn't occur when geforce experience is installed, only once I've installed an actual driver from the website or within gef experience.

PC Specs
Ryzen 5 2600x @stock
MSI X370 'Gaming plus'
Cosair 16GB 3000MHz @2933 (mobo setting)
Palit 1060 3GB
Kingston 240gb M.2
Evga 650w B3
Windows 10 Pro [Activated]

I've done:
Installed Drivers on non-activated and activated Windows.
DDU Removing all the drivers.
All drivers from Augest to Current, also have tried most of the newest beta drivers.
Triple-Checked the wires that are in the PSU and GPU.
Checking BIOS for some settings (nothing found)
Changed RAM Speeds for MOBO suggested.
Watched Task Manager for spikes (Found GPU spikes when PC was just browsing the web and black screen everything is fine)
Temps are all good never above 75

The reason I havn't wiped my ssd is because I want to use that as a last option. I had my GPU in my old rig before I updated could this have caused the GPU to have issues?

Right now, I'll take any suggestions on what I can do.
