Drivers causing System Interrupts when downloading

EDIT: totally forgot that I wasn't sure where to put driver issues, so I put them here. If I need to put them somewhere else, let me know mods.

I have been working on this for the past few hours, and I have figured out that "System Interrupts" has been using all of core 0 of my quad core I5-6500 processor. This causes my computer to slow down immensely. This only happens when my storage device is being used, like downloading and installing games, or transferring files around the drive. I put my drive into a friends computer, and it worked completely fine. I then put it back in my computer, and tried running the computer in both safe mode and safe mode with networking, both of these worked completely fine. I have been trying to find the driver(s) behind this, but I have had no luck. I tried using my friends keyboard and mouse, and unplugged everything un-necessary, but still haven't solved anything. I'm not sure what drivers safe mode with networking uses, but I imagine this counts out things like BIOS, NIC, IDE, and other base drivers. Anyone know how to figure out which driver it is, or at this point would it be worth just wiping the drive and starting over? I just built this PC two days ago and have nearly nothing installed, so I'm not very opposed to the idea, just want to figure this out if possible so I know the solution of the problem occurs again.
