I need a driver for a Samsung external drive, model HM160HI, where do I get it

Windows usually comes with the necessary drivers for external drives. If it doesn't have it for some reason, it should be available on Samsung's website.

Did you try connecting the drive to your computer yet? If you did and don't see it in computer then you have to go into disk management to see if it's there and initialize it.
