What specific make and model of wheel are you using? Also, try getting the latest drivers from the manufacturer website - the ones on the disc that came with the wheel may be out of date.
As an example, I have a Logitech G27 that I use for Eurotruck Simulator 2 and American Truck Simulator. ETS2 would recognize my wheel as a controller unless I had the Logitech drivers installed. ATS would recognize my wheel, gas and brake pedals but not my clutch or shifter unless I had the Logitech drivers installed.
Drivers from a disc are not the best way to get them 😉 It's always best to check a manufacturers website for the latest drivers as the ones on the disc could have been written quite some time ago and the hardware been sitting on a shelf before you got your hands on it
