Drop in internet speeds

Probably around a month ago, I upgraded my internet from 20 Mb/s to 40 Mb/s. At the time I ran a speed test and it said I had ~35 Mb/s downlaod and I think ~7 Mb/s upload. Now, however, I am only getting 18/19 Mb/s download and <2 Mb/s upload despite having changed nothing on my end. What could be the cause of this?

EDIT: Also it doesn't have anything to do with my computer, my phone and tablet give the same values, and my computer is connected to the router via ethernet over power so it isn't wifi interference, and the wireless is password protected.
 
Well, honestly if you have tried multiple devices like you say (computer, phone, tablet) and have tried them via wifi and wired connection to get the same figures...it may be the router or your ISP.

Have tried a different ethernet cord and connection into the router?

Have you updated the firmware for the router?

Tried resetting the router to factory default?

Tried resetting the router and unplugging it from the wall...as well as powering it completely down for a bit?

Did you contact your ISP and have them check your connection to determine if they messed something up in their system? This may very well be the issue. I had the issue of my ISP disconnecting my internet once and two other times they messed up my speeds to make them a fraction of what they should have been. Thankfully I got credit for those stupid mistakes they were doing, but it took several hours each time for them to fix their mistakes.

 
I haven't tried another cord, but ethernet and wifi on my computer give the same results. The firmware is up to date, I tried both power cycling and resetting, neither of which changed anything. I figured it was the ISP, I plan to call them tomorrow. Thanks.
