[SOLVED] Droping fps with gtx 1080

I have problem in all new games with fps droping from 60-50 fps can't get stable 60fps.
My gpu usage is about 40-50% and Cpu usage is 70-80%.
Here is some example of my cpu and gpu usage in 3 different games: (everything is set to ultra details)

Do you think it could be cpu bottleneck ?

My specs are:
gpu: gtx 1080
CPu: i7 4790 3.6ghz
ram: 16gb DDR3 (2x8GB DDR3)
Motherboard: hewlett packard 2af3
SSD 256 gb
Hdd 3tb (7200 rpm)
Monitor: 60hz

not really.
turn on in nv profile: adaptive power/all filtering optimization off/threaded opti on/triple buffer on/vsync to 3D app decide.

install something like afterburner (no need for RTSS), and play a game for a few min,
and check load/clocks, as i suspect the card has only medium load and decided to downclock.

check for drops in clocks especially when regularly showing up.
turn the gpu power setting from adaptive to prefer max perf, in each game where it happens,
clear monitoring in AB (right click in report window), and play the game again.

if it still happens, i would uninstall all Nv stuff/after burner, reboot in safe mode and clean with ddu (check settings).
and clean install latest driver after reboot.
