Dropping download speed.

So there is a problem with my internet speed. I've had better download speed before, like a month ago, but now it just randomly dropped to what it is now. We had a comcast guy come out here and he found nothing wrong, he did suggest a new modem though, so we got a new one and that did completely nothing, still the same speed. Also we have two computers in the house. One is connected with an ethernet cord (My computer) and the other with wifi (My bro's computer). We are both connected to the same router and that router is connected to the modem. On my side, my download speed is about 10mb/s down and 10mb/s up, while his 20mb/s down and 11mb/s up. How can this be? How can he have a different speed than i do? Any help would be appreciated
 


Yes, i have tried two other cords, and still no luck.

Also i was looking into the status of the ethernet cord and the link speed is only at 10mb/s.
 


It is set to auto negotiation and I tried setting it to 100mb/s both half and full duplex and i wasn't able to connect to the internet
 
This might be something else to add, but if i diagnose the ethernet cord, it gives me this message, "Your computer appears to be correctly configured, but the device or resource (DNS Server) is not responding.
