[SOLVED] Dropping frames. Help please.

Hey guys, I just built my new PC, and I'm having a pretty big issue.

I play world of tanks, and when the game is starting, my fps drops to 5, then just before the game starts, it kicks up to 150-200, but during the game, it occasionally drops again into the teens, and gets super laggy while playing.

I've already done the regedit stuff, but it didn't help.

The clocks are all set to stock, and I've updated the bios.

Can someone help me out to try and fix it, please?

Gigabyte 2070 windforce
32 gigs GSkill trident z neo 3600

It gets up to 77* max, but I've figured out the problem and resolved it.

It was because of a glitching skin mod in the game. I disabled it, and no more lag, and getting 180 to over 200 fps.
