Question Dropping frames in Cold War

While playing I drop like 40 frames (144 to 100/90). Ive done everything that has been told to fix it.
- Lowered settings
-Updated all drivers and OS
-Enabled V-sync
-Setting power and graphic settings to high performance
-Set the game to high priority
-Config to .55
-Made sure to close any unneeded programs

My CPU temp sits normally at 50-60 and all my usages are fine as well. Everything about my pc seems fine and working but I just dont know what else I can do.
Could it just be the game or am I missing something? Or is my pc Not as powerful as I thought?

Specs:
AMD Ryzen 5 3600
Raedeon 5600xt
16 gb ram DDR4 3600
B450 mobo
Corsair 650w PSU
1tb SSD and 1tb HDD

This is also a recently built PC just throwing it out there. Would like to if anyone is having the same issues because I really hope its just the games optimization and Im not going insane.

1 stick or 2 stick of ram? running at 3600?
what the cpu/gpu temp and usage during the game?

2. My temps are pretty normal sitting at 50-60 for both.

how full is the ssd?
malware scan the system?
