Dropping ram lantecy's

Ive read through a couple guides and want to get a few questions answered. IF say i drop my 9-9-9-24 to say 7's or 8's what would i want to do the End value at? the "24" in the 9's. Do i leave that 24? for 7-7-7-24? Also if it fails what voltage would i be increasing in bios to try again. Any general information will be appreciated. This is the first time ill be working on ram ever.

amd 965 c3 @ 3.8 ghz 1.4 volts
crucial ddr3 1333 9-9-9-24
