when to consider its bad or good even line attenuation?

That looks OK.

Signal attenuation between 5 and 30 dB is ideal fro reliable connection...higher values lower the line quality and consequently lower the data transfer (speed)

How is the quality of the cables?

And I will add the question: are there any splitters (aka filters)?

They can cause problems as well.
