DSL light is green and blinks but data and internet do not light up

You didn't identify your DSL modem, but with a flashing green LED rather than a steady green, your modem can't synchronized with your ISP.
For example, a Westell modem --
Slow Flashing Green -- Power ON and waiting for carrier detect signal (1 flash/sec)
Moderate Flashing Green -- Power ON and attempting synchronization (2 flashes/sec)
Solid Green -- Power ON and synchronized with ADSL line card
The other LEDs won't light until this one is solid green...
