Solution
You need a supported card and I think it would work best with the same aspect ratio. 1400 x 900 is closer to 16:10(1920 x 1200) than it is to 16:9(1920 x 1080).

You can try to add a custom resolution like 1920 x 1234(sounds odd, but 1400 X 900 scaled to a 1080 x XXXX would be a factor of 1.371) to see if it works. It would not be a huge upscale/downscale either.
Before it was DSR it was called downsampling. You just go into nvidia control panel. On the left bar you will see "change resolution" click that. You will see a list of resolutions then a button below that says customize. Then another button that says create custom resolution.

Also you will want to go to "Adjust Desktop Size and Position" and make sure scaling is set to GPU and not monitor.

Just put 1920x1080 as the resolution and keep the timings set to automatic. Also never actually set your desktop to that resolution because it could potentially not display windows. The custom resolutions don't always work depending on your monitor.

Once you have the custom resolution built you can select it inside the games you play.
