How will DSR perform on a 720P Ready HD monitor ?

Are you down sampling? From 1080 resolution? If so, then depending on the quality and features of your display, then it should perform ok for the most part.

It will scale down 1080p and 4k resolution to 720p....and will perfecly fine ...like watching full HD movies on your HD ready monitor(1920*1080 on 1366*768)..............

Are you sure ? I heard that the max resolution is 2560 x 1440 on 720p monitors .
will I able to play games at 4K resolution on my old Samsung S19B150N Ready HD monitor ?
I am planning to replace my old PC . I going to get a new PC with GTX 970 or 960 ( when it comes out )

yes buddy....you will get the same graphics quality as 4k on any HD monitors...there is nothing to do with your monitor's maximum resolution.........
