Dual 12v Rail Issue

Just got a antec psu. It claims to have 2 12v rails putting out 22 amps each. I calculated, with all my components, if they ever all max out, I'd need (I do game, it might happen) atleast 25 amps. Do 2 12v rails produce 44 amps. I've read a couple of forums, I don't get it.

If it does, it is a 500 watt psu, can I overclock my cpu?

No, in general, the rails are not additive.
In fact, you probably only have one supply rail which is artificially limited to 22a for safety by UL specs.
If your psu is, for example a Antec earthwatts 500w, it actually can deliver only 33w total to the +12v rails.
But, Antec is a good make, and should be able to power a pc with a graphics card as good as a GTX760 or 7950.
It is the graphics card that draws the significant power. The other normal parts do not amount to much, including overclocking.
