Specs;
intel i5-4570, soon upgrading to i7-4770
sabertooth z97 mk2
16gb corsair vengence
TP link wireless pci-e adapter
1000w rosewill power supply
3tb seagate hdd
windows 8.1 64bit
dual gtx 770's, one 2gb and the newer one 4gb
^connected by an ROG standard sli bridge on the connectors closest to the brackets

Both cards are properly seated, powered, and reading in all pertinent programs/system properties. New card functions properly on its own. I have wiped the drivers with driver sweeper and re-downloaded them once already. I've flipped, switched, and re-tried every which way to connect the sli bridge. I have the TP link in the top Pci-e short slot, the older 2gb 770 in the 1st card slot and the newer 4gb in the second card slot. My case will not allow me to move the TP link to another short slot.

Solution
"2gb 770 in the 1st card slot and the newer 4gb"

That's your problem right there. SLI will not work with cards that uses different VRAM configurations
