Dual boot with two 2 separate hard drives, one has windows 7 and one has windows 8.1

I have two hard drives. One has windows 7 and the other has Windows 8.1. Is there a way to create a menu so I can chose which hard drive to boot to? I currently have to go into the ROM Bios and change the boot sequence. - Thanks!
