I used to have a 4GB dimm 2133mhz and an 8GB dim 2400mhz so the 8GB dimm set itself at 2133mhz to match the other dimm. I know that it wasn't an ideal situation so i bought another dimm of 8GB to have dual channel RAM and now it won't switch back to 2400mhz. I tried putting the memory mhz target in the bios to 2400 mhz but nothing changed. One dimm is still sitting at 2400 mhz and the other at 2133 mhz.

Please tell me what I can do to change this.

Interesting.. but why do you not have XMP on? Try with it on and then check again.

Also, update your BIOS.. it looks like you are on an OLD version for that board.

The BIOS version you are on is pretty OLD and they have released stability updates, and memory compatibility updates this year a few times..

SO I guess what I would do first is update the bios to the newest version.. I am not sure if that is 3805 released 5-30-2018 or the weird 11.8.55.3510? one.. of maybe that is just the update tool :)
