dual core amd athlon 64 x2 5200+ quick question

Hello there!

So i want to buy used cpu athlon 64 x2 5200+, but i came into a problem which i don't understand well so i need your help. Guy who sells cpu said its 100% good shape and working but then i saw CPU-Z screenshot

Core speed says 1004.42 MHz, but pretty sure it should be like 2600+ MHz
multiplier is x 5.0 which should be like x 13.0

could someone tell me is it bad processor or downclocked or it is good like guy who sells it said so?
 
I'm thinking that CPU-Z screen shot looks fine, and the processor, as Snipergod87 suggested, isn't loaded, therefore is running in a lower power state. This is a function of AMD's Cool'n'Quiet feature which reduces clock speed and voltage to save power and reduce unnecessary heat production.
