Question Dual GPU (AMD+Nvidia) in one PC: Set application to run on specific GPU -Win7

Hi all,

I have two GPUs connected to my pc, Nvidia GTX 970 for my main monitor, and ATI HD 4870 for my CRT TV.
When i run some games to my TV, it using the nvidia card instead of the ati,
and as results it makes a screen tearing everywhere due to refresh rate differencies. Its very noticeable when i run 2D games.
It seems that my windows only see the ATI card as the display connector, but the main graphic processing itself is still done by nvidia card.

Is there any windows 7 setting or command line to force some application (in my case is retroarch) to run on specific gpu ?

i try to avoid changing my nvidia setup as the setting is work pretty well on my primary monitor for modern games.
