Dual hard drive dilemma

I recently purchased a used terrans force x711 with gen3 I7 processor, 16gb Ram, and dual HDDs. One is 320gb 5400rpm and the other is a 500gb 7200rpm. I plan to format and reinstall windows 7 ultimate. My question is which hard-drive should I install the OS and programs on?

How would you utilize this setup for maximum performance?

if you want to use cad software on it then there is really no option but to buy an ssd what size ssd that is up to you depending on the amount of work you do the read and write speeds of an ssd are at least 10x that of a hard drive.
Thanks for the replies. I assumed the 7200 rpm would be the way to go. Now should I install all my programs on that drive as well? I work with solid works for 3d design and modelling. If I install the program on the 7200rpm drive but store the project files on the 5400rpm drive, then how would that effect the software's performance? Will the software now be limited by the speed of the slower drive?
