Dual monitor Problem - Opened tabs on second monitor only open on the 1st monitor

I just set up dual monitors, and when I use the non-main monitor, like for opening google chrome and steam it all pops up on the first monitor. I have plugged in another monitor before and I didn't have this problem. Both monitors are on the same Nvidia graphics card.

are you closing it on that same monitor? A window will reopen on what ever windows it was closed on not moved to.
