Dual Monitor Stand with Swivel

Right now I have 2 monitors with vesa mounting capabilities. My desk is pretty small, so I would like the raise my monitors up a little bit and actually rotate one of my monitors. I don't want the monitor rotated full time though, so I want to be able to flip it back easily. This stand would be used to hold 2 22" monitors and I want at least a couple inches under the monitors. What I want under my monitor is: a couple of different anime/ video game characters (little 3" or 4" people), my Rubik's Cube, headphone dac with HDMI switch stacked on top (5" combined), universal remote and an Xbox One controller. This will all be under my center monitor and I want my other monitor (left side) to be the one that swivels into portrait. Since it's only going to be in portrait sometimes, I don't mind if it can't move and be pressed right up against the center monitor, but I will pay more if it can do that. I have a budget of $50.

Are there any other stands?

Is it possible to get wire management slots? Or one with the ability to move up and down?

There are many other stands, although this one does have cable management clips and does go up and down on the central post.
