Dual Monitor Stutter

I have a dual monitor setup and sometimes, I would get stuttering in games/applications that aren't fullscreen.

For some reason, if i have an unread notification (like if the icon in the taskbar is orange), some applications start to stutter even if the framrate is very high. This gets fixed if I go and 'read' the notification or make the app fullscreen.

Another thing is that programs like rainmeter or wallpaper engine run fine but causes the program/application to stutter even if the framerates are high. Again, I can fix this if i make the app fullscreen.

I'm wondering if there is a way to make the stuttering stop even if my game/app is not fullscreen or if there is a notificaton. My drivers are all up to date.

windows 10
i7 4790k
gtx 970
8gb ddr3 ram
1 monitor is 144hz. The other is 60hz
 
Solution
The ONLY fix in Windows 10 to correct stuttering at this time is to run your monitors at a multiple of one another. That means if you're in a dual display environment in Windows 10 your monitor needs to be set at 120hz when paired with a 60hz display.

If you want to run without stutter at 144hz your only recourse is to go back to Windows 7 and disable Aero.
