I want to have dual OS on my new build. For the first time, I will be running Linux, alongside windows 8.1.

I was thinking of two possible ways:
1. partitioning my 250gb SSD (Samsung 850 Evo) into three separate partitions. One for windows, one for Linux and one for other programmes.
2. Or place my main OS (windows) on SSD and the swap OS (linux) on the hdd.

What would be best to have performance and not wear down the SSD?

Solution
1. Wear on the SSD is no longer a consideration !

2. Either way will work. 2 partitions on the SSD (1 Win and 1 Linux), or Windows on the SSD and Linux on the HDD.
Do you want the Linux OS to benefit from the SSD performance?

Oh okay I will want the Linux OS to benefit from SSD. And a third partition for other programs.
How much free space should i leave? 20%?

"free space" For what? A shared 3rd partition? Or something else?

Space that will not be used. I.e. To maintain a long life.

For an SSD, you need to leave ~10-15% free space.
For a 250GB drive, don't go over about 200GB used space.
