Dual pc stream stuttering

I recently setup my dual pc stream and for the first hour or so everything is fine. The picture looks great no dropped frames or anything. After about 30min to an hour my stream starts this micro stutter every half a second until i restart my stream and everything is fine again for 30min to an hour. During the "stuttering" my streamlabs obs says everything is fine and cpu usage is around 60%. Ive tried going into my vido capture device properties, selecting configure video and setting the capture card to only record 720/60 and that has not helped. Any advice would be welcome and ill post my computer hardware/obs settings below

Streamlabs obs: 5000-6000 bitrate. using x264, outputing at 720 no custom buffer size, keyframe at 0, preset veryfast...under video canvas is 1920 and scaled res is 720, Bicubic.

Im using my i54690k 16gb ddr3 gtx 1060 nothing else running besides streamlabs obs to stream with an elgato hd60s and my i9 rtx 2080 32gbddr4 to game. I am all out of ideas, again any help would be greatly appreciated and let me know if there is any more info i can provide.

update 12/3 tried changing keyframe to 2 still happened twice today while streaming. again everything is fine as soon as I end the stream and go live immediately after

update 12/5 still happening anyone out there wanna take a jab at this?

update 12/11 still having this issue its looking pretty grim i've been asking everywhere
 
I also believe there is a mb/s or something of that range that OBS limits. So if it gets close to that number it'll start stuttering. You may have to play with the transfer of data within OBS. I'll have to take a look at home to further assist with this.
 


what should i be asking my isp about if I call them about this issue? I have 480 down and 21 up btw
 


Just tell them your issue with streaming and see if they can "bounce" your connection, which is basically a reboot on their side of your connection. Also reboot your router and modem to see if that will help. Your upload speed is good enough to stream in HD pretty smooth.

Did you also check on the forums for OBS to see if there are any suggestions there?
