This is the current PC I use for gaming and streaming

CPU: AMD FX 8350 @ 4.3Ghz
Cooler: Cooler Master Hyper 212X
Graphics Card: NVIDIA GeForce GTX 1070
Motherboard: Gigabyte AM3+ GA-990X-GAMING SLI
Memory: 16GB DDR3 2400Mhz
Power Supply: Corsair CX600 80+ Bronze 600w
Solid State Drive: 128GB Sata SSD
Hard Disk Drive: 2TB HDD
Case: NZXT S340 Black/Red

With this PC, I stream using NVENC at 720p 30fps, 6000 bitrate and lanczos downscale filter.

However, I am planning to buy a new PC this year and use my current computer (without the GTX 1070, will be putting the GTX 1070 in my new rig and replacing it with a GTX 1050 that I have) as a dedicated streaming computer and the new computer as a gaming PC. The specs are below for the PC parts that I am planning to buy (a part from the GTX 1070) let me know if this PC is balanced and let me know about if the parts I picked will work together and are good. I expect this new PC to allow me to play games at 1080p without dropping below 60fps at medium to high settings.

If I use my current PC as a dedicated streaming computer... Will I be able to achieve x264 encoding with a CPU usage preset at faster, fast or medium at 720p 60fps with a bitrate at 3500-5000 because that is what I am aiming for.
