Dual screen not working :(

So when i plug my 2 monitors into my PC (both VGA) one in the GPU slot one in the motherboard one the one in the GPU slot doesn't work . But if i plug the HDMI cable from my TV into the HDMI slot in my graphics card it works as a dual screen help!

Specs:
AMD Athlon II X2 270 Processor 3.60 GHz, DDR3 8gb RAM, ATI Radeon HD6450 1GB Graphics Card, 500GB Sata II Hard drive
