Dum as he may be. Microsoft tele scam

one of my friends jumped on the tele scam from the indian "microsoft". it took a long time for my friend to realise it was a scam, and sadly it was too late.
when my friend told him to stop scammer said "fine you just lost your computer" and used The SysKey utility to lock the pc. he hasnt turn off the pc yet, is there anyway he can disable it ?

Format the PC and re-install Windows.

we booted the pc a few times and use the windows reapairs restore port. lucky it worked.

I am surprised it worked. I would be leery that it wont creep up again but its possible he is ok.
