I HAVE A PROGRAM (WEATHER BUG) THAT KEEPS LOADING TWICE AT STARTUP. HOW CAN
I PREVENT THIS?

The simplest way would be to uninstall it. But also make sure its gone from
your startup folder. To access the startup folder, go to Start, programs,
startup and delete weatherbug's shortcut there if you see it. If not, re-boot
and then install WeatherBug again. It should be fine then. But if there are
any problems, tell me.
