Dusty brush safe to clean PC?

So I've had my computer for a year now and my temps are higher in games and especially my gpu is louder. I'm starting to get 50°C watching a YouTube video (not sure if that's to do with dust) but I'd like to see if it is. I have a dusty brush which says it's safe for electronics https://youtu.be/xef-mvErv08 but I want to be on the safe side.
