DVD/Blu Ray don't burn

My CD /DVD/ BluRay burner is not burning discs. It plays anything. I tried different burning software and different kind of discs. I concluded the burner is OK. I bought a new burner and the same problem persists. I strongly suspect the culprit is Windows 7. If I try to reinstall win7 will I lose my setup and have to reinstall everything or after reinstalling it will run as usual?

I have a similar problem. I have Windows 10, so if this technically needs to be in another part of the forum I can put it there.

I have used a LG bluray burner and a Pioneer external bluray burner that is brand new and I am having no luck. I have used Optical Quantum and Verbatim 16x discs. I have burned a project successfully onto a Verbatim BD-RE 2x disc, but anytime I try to burn the project to one of the two BD-Rs mentioned it doesn't read in my bluray player.

Any suggestions on what else I can try? Thanks.
