Question DVD has stain marks around the edges

Hi I just got a used DVD from music magpie. I opened it up and there are marks around the edge of the disk. Almost like water is trapped under the disc. If you shine it in the light there are also very faint similar stain marks that go all the way to the middle of the disc. What could this be? The camera wont pick up the faint stain marks but it does pick up the clearly visible ones around the edges. Thank you.

Yeah the stuff under the disk looks just like that. Ill just return them for replacements. Thanks
