i have vista on a toshiba i just put a dvd in with a annual report it starts the light nflickers then a high pitch running then it stops help

Check for errors in event viewer and device manager for the drive.

Try any other DVDs? Try this DVD in another PC? If no DVDs work, get a new drive or try cleaning the pickups with a cotton swab. If the DVD does not work in another PC, bad DVD.
