Gpu: gtx 980
so whenever i try to change my refresh rate to 144hz i get green lines/pixels, i figure this is because im using a dvi d cable and the 980 uses dvi i. So my question is if an adapter from dvi i-dvi d will work with this situation?

DVI-i is analog and digital. A DVI-D cable will plug in and work just fine in a DVI-I port.
DVI-D is digital only
The rarely seen(believe it only exists on paper) DVI-A is analog only.

Possible your DVI-D cable is only single link and 1080p@144Hz requires a dual link cable to function properly. The cable could also be bad/damaged.

the cable is dual link ~4 ft long, my computer and monitor are ~ 2ft away from each other. I get the same affect when i try anything, but 60hz. Something else ive noticed is that the monitor menu looks fine when i change the refresh rate to 144hz, but everything in the background (windows) stays pixelated
