DVI-I to VGA Adapter not working?

I do a lot of website based coding and modding so using one screen is a little annoying, my Graphics Card has HDMI, DVI and VGA. Now using a DVI to DVI cable on another monitor I can dual monitor, but the two monitors are different make and model. So I bought a DVI-I to VGA adapter and plugged in a VGA to VGA. The monitor works fine on VGA but will not be detected when plugged into the adapter. Even if it's plugged in alone it just won't detect any signal.

I've made sure my card as DVI-I Dual Link and I've tried going through Catalyst to find a solution but nothing. Any solutions?
 
I only have one DVI port on my Graphics that is the middle left:

The adapter said DVI-I to VGA on eBay and the pins match the picture above as well, so I'm not sure. I have a VGA to DVI cable that has worked for years but even that doesn't work on this machine, I started to think it might be a faulty cable which is why I purchased this adapter.

What you need is an active converter that does digital to analog video signal conversion. These cheap adapters on the market don't do that. What you need is a DVI-D to VGA converter.
