Everytime I change my refresh rate in nvidia control panel, custom resolution, my screen goes black then says "DVI No Signal" then returns back to normal. I am trying to change my refresh rate to 144hz 1920 x 1080.

Hdmi from the graphics card can but depends if the manufacturer of the monitor enabled the ability to receive over 60. Not every Hdmi monitor can achieve over 60Hz albeit it's quite common nowadays with modern monitors.
Do you have any suggestions on which hdmi 2.0 cable I should get?

Yeah thanks. I edited post after seeing you had monitor linked in your op.

ASUS VG248QE for 144Hz needs DP or DVI DL. It's a good monitor so wouldn't change that. Suggestion, replace the graphics card for a Gtx 1050 or Rx 560 with Displayport.

Did your monitor come with a Displayport cable?
