can dvi cable be used to crossover to vga with dvi to vga adapter on one side and dvi to hdmi adapter on the other side projecting from a laptop running windows 8

Using a VGA cable as your distance carrier is an awful choice, the analog signal is susceptible to noise unlike the digital signal. If you need to go from DVI-HDMI just use a DVI-HDMI cable. If you ever need to use more than one adapter you have done something wrong.

I have no idea but it seems that it would cheaper to save up / buy a HDMI device rather than try to use the VGA device.
