Dying light causing 980 ti to slow down?

it seems like dying light does not like the 980 ti for some reaason? well maybe its the other way.. not sure if anyone is having this issue..i have the G1 Gaming 980 ti which is factory clocked to 1366Mhz for some reason whenever i minimize Dying light it will cause my GPU to go down to 595Mhz and never back up.. even if i restart the game or even switch to another game.. unless i restart the PC.. can a game actually do this? or is it something else that is causing that? when i don't minimize the game the clocks will stay at 1366 for as long as i don't minimize it\ tab out... is anyone having such issue?

note that memory speed stays the same.. only the core clock slows down..overclocking does not help it will still go down to 595Mhz

This sounds like the game doing it if the issue begin after you minimize it. Is this the only game this issue happens with?

Can you run a repair on the game?

Yeah, as far as i can tell i've played a lot of games on the system this is the first game that causes this... i tried reinstalling it and still same issue.. i'll try and run a repair and see if that helps, Thanks.
