Question Dying light on a gtx 1070 and an i7 2600k unable to get 60 fps

Hey guys
i just bought dying light as i got it for very cheap off g2a i think.
The problem is it's performance makes me wanna kill myself.
I got a 300$ gpu last year just so this game can laugh in my face and give me 45 frames per second with everything on low?=)))
i got
@GPU jetstream gtx 1070
@cpu intel i7 2600k @4.0ghz
@ram 12 gigs (dual chanel 2x2 and 2x4 the same types of ram obviously)
@ssd 240gb kingston cheapass ssd
@PSU 600w evga silver thingy i can't remember exactly
and frankly this game is using my cpu about 30-40% and my gpu it's about the same for my gpu never passing 45%
can anyone come out with a fucking magic wand and fix my game :)
or at least help me find something to improve my performance

When you say your cpu is at 30-40%, you mean all cores or not? Can you send a screenshot of temperatures and usage while gaming?
