remove the partition and recreate a new one

OK, so there appears to be a lot of data...files and folders...on that E drive.
What seems to be the issue?

so basically a couple of weeks back i deleted a folder called temp and after that
stuff like my recycle bin being corrupted started happening
I tried to get a new one by using admin command prompt but it wouldnt work it kept on saying i dont have admin powers

i tried to change perms of my E Drive so i can have full access but it wouldn't work

i tried to do the same for C it worked

i cant download anything onto my E:Drive even the games that are on my E:drive wont update but i can open stuff from there, neither can i delete stuff from y E:Drive

I really think it has something todo with the temp folder or my Recycle bin

this * got me stressed out

You can't just "make" a new recycle bin or temp folder.

To fix:
Copy the contents of that E drive to somewhere else.
Then, Commandline diskpart and clean /all that entire drive.
Reformat and copy the data back.
what i meant was going into admin cmd and typing a command that went something like /s /d /q: RECYCLEBIN or something

Can you show screenshot from Security settings of Drive E: ?
Right-click on drive E: (in File Explorer)/Properties/Security/Advanced
View: https://imgur.com/LYCPRPj

Add authenticated users to the list and give them modify privilege (to "This folder, subfolder and files" in drive E:).

Copy the data to some other drive.
See if the permissions access remains.
If no, then wipe that "E drive" completely. diskpart and clean /all
Then, reformat, and copy the data back.
is that the only way ? i dont have an extra drive and like my desktop and user folder are in E drive lol

The permissions on your E drive are currently hosed up.
I do not know whether that issue is permissions on individual files, or folders, or the entire drive.
With all the changes and deletions you've done, it is pretty much impossible for anyone out here to suggest a 100% safe way forward.

Messing with it any further carries the risk of losing it all.

Do you want the best way to keep your data, or do you want to possibly lose it all?

If you can't do from Graphical User Interface, then just execute this command from elevated command prompt:
icacls E:\ /grant "Authenticated Users":_(OI)(CI)M
(remove underscore after ":" . Autocorect inserts smiley there)
it says invalid parameters when i try it

if i even wanna create an empty folder in my E:drive it keeps on asking me for admin perms i dont know how deleting temporary files could mess stuff up SO badly

if i can just take ownership of my EDrive everything will be fixed

You have to remove underscore symbol _ from that command.
Can you show screenshot with the error?

Command should look like this:
(gives modify privilege to Authenticated users on drive E: )
