E machine desk top powers up but no display and wont power down

Hello,
have an e machinedesk top that pwers up but thats it no beeps no display and wont power down by holding the power btton i have to un plug it for it to shut off any suggestions

Two things most likely, power supply, or motherboard. Try a good power supply first, if that does not work, replace the motherboard.
