My pc:
Cpu : 1)xeon e3-1230 v2
Or
2)i7 3770 for 30$ more than xeon

Gpu: rx 570 4gb

Ram: 2×4gb 1333 mhz

Psu : cooler master 550 mwe 80 plus

I want to play pubg , battlefield v and fortnite at high or medium at solid 60 fps at 1080p
and stream with 720p
so does i7 3770 worth the 30$ more ?

(Probably i could find e3 1230 v3 at the same price of i7 3770 or more by 5-10$ should i buy it? )

Solution
I am using i7 3770, i can play and stream BF V, BF 1 at 720p without issues, even at 1080p with minor drops here and there. The problem is that your rest of components should be on par with the potential of this i7:
1)I am using a Z77 motherboard that can overclock +4 bins, i have tweaked bclk and i am now on 4.3 ghz on all cores.
2)I have fast memory, at 2400 mhz, which makes a huge difference in multithreaded applications. My old 1333 ram was bottlenecking the traffic. I had unexplained drops to mid 40's before, now 1% low is at mid 70's, 0.1 % low is mid 60's.
To conlcude, if you are going to combine this cpu with low end motherboard and ram, then it's doable but you won't get the full potential of the chip and may have some lag

Yeah, a nice motherboard, fast RAM, and a heavy overclock might get you there. I just upgraded from an i5-4670K with a heavy overclock to 4.5GHz on all cores that would not run BF V at high settings at 1080p. And medium settings was between 30 and 50 fps. That was with 8GB 1600MHz, and a GTX 1070. So thats what I am basing it off of. BF V is extremely CPU intensive.

Ok if i bought the e3-1230 v2 and used the 30$ difference to bring 2133 ram would it be better than buy the i7 3770 with 1333 ram ?
as i have a tight budget and 30$ is too much for me

Another question would a 1600mhz ram do the job with the e3 1230 v2 or 2133mhz would be better ?

https://ark.intel.com/products/65732/Intel-Xeon-Processor-E3-1230-v2-8M-Cache-3-30-GHz-
The e3-1230 v2 does not support 2133MHz RAM, or DDR4 which I am assuming is what you're looking at? Both the i7-3770 and E3-1230v2 only support DDR3 up to 1600MHz. I would personally get the i7-3770 with the 1333MHz RAM. The i7 is intended more for the type of workload you are planning on, the Xeon is designed for server usage. Also keep in mind that if you get an i7-3770 non-K, you will not be able to overclock it in a conventional manner. A motherboard with a supporting chipset and a 3770K can be overclocked easily, and like most Intels they usually overclock pretty well.

as Tolis_GR said that 1333 mhz ram will bottleneck the i7 3770 about 30-40% however the e3-1230 v2 is 7% worse than i7 3770
so getting e3 1230 v2 with better ram (2133 mhz ddr3 or 1866 mhz) will be better than i7 3770 with 1333 mhz am i right ?

The mobo decides the limitation of the ram not the cpu

another question which is better (money to performance) :
1) e3 1230 v2 with 2133 ram =169$
2) e3 1230 v2 with 1866 ram =153$
2) e3 1230 v2 with 1600 ram =138$
3) i7 3770 with 1600 ram =173$

I'm not from usa i will buy locally

Yes it's i7 3770 with h61 mobo and 2x4 1600 ram =173$
and the same with the e3 1230 v2 its price with mobo and ram
It's the local price and i can't buy online as importing fees cost about 60-100$ which is crazy soo much
