I want to get a E4300 and i'm wondering what would be a good,cheap cooler that can push it to 3.6GHz (please don't recommend tuniq tower btw)

Artic cooling Freezer Pro wont get him to 3.6. That tells us couple of things about you... (your stupidness). Maybe if you had the window open and it is -10C outside.

I would like to go cheaper than a tuniq tower if possible,thats why,i'll go with it ONLY if i absolutely have to.

Majority of oveclocking potential depends on the chip, not the cooler. The very best air cooler can realistically give you 300Mhz max. The very bad chip (bad luck) can stuck you at 2.4Ghz.
