e4500 just won't stay cool

i have an e4500 @ 3Ghz that just won't stay cool
i'm running only 1.3125V, lower than stock and the idle is 38C while load is a whopping 65C (using coretemp .96 and orthos for 30 min)
i am running a coolermaster hyper 212 with two s-flexes 1600rpm in push pull config, in antec 900 all sflex 1600rpms, has been lapped to 1500 grit, and has a thermalright bolt through kit. The processor seems pretty flat, and i rather not void the warranty lapping. I know the core isn't soldered to the ihs, so is that the main culprit? I've seen others run 3.3Ghz with a higher vcore, that run cooler on lesser coolers.
 
While it could be a number of things, the most probable is inadequate contact with the CPU and the heatsink. One way to solve this by lapping both the CPU and heatsink, which is something you don't want to do.

Take a razor blade and use it to see if it's flat, just like the photos in the Lapping guide here.
