e8400 TDP is 45W instead of 65W

Hi everybody :)
My first post on this forum

CPU- e8400 (775)
Motherboard - P5G41T-M LX
DDR3, 8GB RAM, Win 7-64Bit Sp1

My e8400 should have 65W TDP, but software (CPU-Z, HWInfo..) shows Max.TDP - 45W.

What is the reason of lower TDP, will it slow my comp or limit its overclocking possibilities?
How can I change (fix) it? BIOS has system default settings.

The reason I looked at cpu-s info is that I want to upgrate CPU to q9650 or alibaba 775 xeon e5450 (they have 80 and 95w TDP) and dont know if my mother/power supply will accept 95W.
Technically, yes (P5G41T-M LX supports about 115W TDP cpu's) but I'm a little worried why my current e8400-s tdp is 45w instead of 64w.

Maybe lower TDP of my processor is because of insufficient power supply? (450w real - never had any problems). Is it possible? Can bad power supply lower CPU-s TDP?
 
it could think that its a L3110 which is a 45w cpu and has the same specs as the 8400. If its truly a 45w cpu but still runs at all the specs of a 8400 then its putting out less heat which isnt a bad thing.
 
it is e8400 not Xeon L3110.
Stepping E0. They say, E0 has more overclocking possibilities ... Maybe it has 45w instead of 65w. :)
 
on your cpu-z what does it say under Specification? As you can see in the one below the name is i5 2400 but its actually a E3-1225
