[SOLVED] Each program shows a different Ryzen 7 2700x clock

Good morning everyone. Thanks in advance for the answers.
Win 10 is original and up to date. Bios is on the latest version compatible with my processor. I overclocked bios a few months ago, put the r7 2700x at 4.1ghz all colors and vcore at 1.3, nothing ever went wrong, even letting prime95 stress test run for two hours. But I realized that the clock is different in the three apps I use: in the win 10 task manager the clock never reaches 4.1ghz, in hwmonitor the minimum sometimes drops to 3726mhz, it is only in hwinfo64 that all colors are always close to 4.1ghz. Is the problem with apps or overclocking?

Solution
Problem is mostly with apps used as well as programs being able to push cores to their highest. Windows task manager is not reliable at all while HWinfo seem to show most reliable data.
