Easier pairing for Windows 7 Bluetooth

I apologize if this has been discussed, if it has please point me in the right direction.

I have Windows 7 Professional, and I like to play games on it. I like to use a controller for certain games, but I only own PS4 controllers. They work fine when plugged in with a usb cable (besides needing an emulator). But from what I've found the Bluetooth doesn't like to connect to them. One of my friends has Windows 8.1, and it has a better interface for pairing devices and pairs perfectly with no problems. Is there an update (possibly not an auto update I could have missed) that allows similar pairing? Or is this something I would only find if I would upgrade to Windows 8 or 10?

Not sure if there are any system specs you'd need, if there are, just let me know and I'll get then to you ASAP.

Am not familiar with the matter, but pairing should be a one-off deal, and once paired, you shouldn't have to do it again every time?

It may just be something with the PS4 controller. It keeps rejecting the pair. But my friend with Windows 8 had it work just like any other Bluetooth pair.

Just for fun, turn off your WIFI while pairing, AP, clients, everything, see how that goes.
