My psu is a EVGA 850W G2 and I got a ECO mode button on it. Is it safe to turn on/off the eco mode while the computer is running?

Probably, but don't do it regardless.

All the ECO mode does is turn off the fan when not needed to save a little more power. It has no effect on general PSU operation beyond that. If you leave your system on and idle 24/7, turning off the fan will save you ~$5/year.
